A new amenities block featuring a Changing Places facility, a covered barbecue area and covered seating areas will form part of ANZAC Park, marking the final stage of works to revitalise the Quay Street precinct.

Designed to meet the needs of people with high support requirements, Changing Places facilities offer features well beyond standard accessible toilets.

These include:

• A height-adjustable adult-sized change table

• A constant charging ceiling track hoist system

• A centrally located peninsular toilet

• Increased circulation space

• A privacy screen

• A securable automatic door with a clear opening of 1100mm

The ANZAC Park facility is the first of its kind in the region and will be accessible via the Master Locksmiths Access Key (MLAK) system which enables eligible individuals to independently access public amenities across Australia.

Mayor Helen Blackburn said the addition of a Changing Places facility reflected Bundaberg Regional Council’s commitment to inclusive infrastructure.

“Having a Changing Places facility in ANZAC Park and right near the CBD is a fantastic addition, ensuring this revitalised area is truly accessible and welcoming for everyone,” she said.

“We’re proud to be delivering a space that supports dignity, independence and accessibility for all members of our community.

“The MLAK system ensures that those who need these facilities can access them securely and conveniently.”

CCTV has been incorporated into the design to enhance safety and deter misuse.

Mayor Blackburn said these features were an important part of creating a safe and respectful public space.

“By including passive CCTV at the amenities block we’re helping to protect the integrity of the facility and ensure it remains a safe and welcoming space for those who need it most,” she said.

The works, which are supported through the State Government’s Works for Queensland initiative, are expected to be completed by late November 2025 subject to weather conditions and contractor schedules.

Eligibility information

A key-operated system using the MLAK ensures that Changing Places facilities are only used by the people who require them, which deters vandalism and misuse.

Only eligible individuals or organisations may purchase a MLAK.

Eligibility includes:

• Individuals with a disability

• Those with written authority from a doctor, disability organisation or community health centre

Those wishing to obtain a copy of a key will need to purchase through Master Locksmiths Association of Australia or a Master Locksmiths registered locksmith.

Registered locksmiths locally who can supply the key are Active Security Group, Precision Locking or Rechenberg Security & Locksmiths.
